I've reviewed the installation instructions on the mechanism, and I see no reason why you couldn't install just the lower shelf.
Can this be installed using just one shelf, the lower? Salice Vibo Fly Moon Corner 16" Pullout 2-Shelf Set - Right Hand Swing - (Champagne/Maple)
