Is this supposed to be mounted on a wall or suctioned on glass?

This item is supplied with a mounting bracket and anchors and wood screws for mounting on the wall. Once the bracket is attached to the wall you place the hook over the mounting bracket and tighten a set screw that secures the hook to the mounting bracket.
