Yes, the Taymor Allusion 10 (254mm) Hand Towel Bar (Polished Chrome) does have a set screw located on the bottom of the base plate if mounted as shown. However, if mounted in the opposite direction, the set screw would be on visible, because the bottom would now be the top.
