This isn't intended for exterior use and is made of 20 gauge steel with a polished chrome finish. I am not certain whether or not this would work successfully for your intended application. I apologize I can't be more helpful in that area. To answer the latter half of your question - yes, we can definitely cut the rod in half to save on shipping.
