Could you clarify what you mean by the "lever at the bottom"? I spoke with the factory, and they mentioned that over 20 years ago, their privacy sets used a small switch for outside egress, which was sometimes referred to as a lever. If your privacy set is indeed from 20 years ago, the factory recommends replacing the entire handle set, as replacement parts are no longer available.
Regarding access from the outside without the egress function, I would suggest consulting a maintenance technician or locksmith. If the hinges are on the exterior of the door, the pins could potentially be removed. Otherwise, if the egress mechanism has failed, the only way to open the door may be to forcibly remove the handle.
